The Arab Maghreb Union

A regional ambition founded in Marrakesh on 17 February 1989.

Institutional identity

A common space for the Maghreb

The Arab Maghreb Union is a regional organisation bringing together Algeria, Libya, Morocco, Mauritania and Tunisia. It was established by the Treaty of Marrakesh, signed on 17 February 1989, which provides the institutional framework for consultation and integration among its Member States.

Its headquarters, the General Secretariat, is based in Rabat, Kingdom of Morocco.

Cooperation structured around three priorities

The founding Treaty of the AMU sets out the following objectives:

  • Strengthening the fraternal ties binding Member States and their peoples, achieving progress and well-being for their communities and defending their rights.
  • The progressive achievement of free movement of people, services, goods and capital between Member States.
  • The adoption of a common policy in all fields, aimed in particular at the industrial, agricultural, commercial and social development of Member States.

With a view to eventually establishing a Maghreb economic union, the following stages have been set:

  • A free trade area, dismantling tariff and non-tariff barriers to trade between Member States.
  • A customs union, establishing a unified customs area with a common external tariff.
  • A common market, integrating Maghreb economies by lifting restrictions on the movement of factors of production.

Agreements and partnerships

The Arab Maghreb Union distinguishes two categories of agreements: Maghreb agreements concluded between its Member States (signed or in force), and agreements concluded with similar regional and international organisations — the African Union, the European Union, the League of Arab States, United Nations agencies — as well as with financial and development institutions.

The committee’s first meeting was set for 13 July 1988 in Algiers. This declaration laid the political groundwork that led to the signing of the Treaty of Marrakesh the following year.

Treaty of Marrakesh

The founding Treaty of the Arab Maghreb Union, signed in Marrakesh on 17 February 1989, establishes the principles, institutions and cooperation mechanisms between the five Member States.
